"The Domestic Policy Council through its Inter-Agency Task Force on Wetlands, has been directed by the President to develop recommendations regarding attainment of the goal of no net loss of the nations wetlands. When the policy on attainment of the goal is set, BLM in California will further refine its actions accordingly through individual District wetland strategic plans. This statewide wetland strategy, therefore, does not propose a definition for no net loss nor does it establish a no net loss policy. This wetlands strategy describes the role the BLM in California in achieving the Presidents challenge as mandated through numerous laws and Executive Orders. It includes management objectives and plans of action that will be conducted with other Federal, State, and local agencies, as well as public organizations and private individuals."--Page ii.
