"The Forest Service and the Bureau of Land Management (BLM) are conducting an environmental analysis with the intent of identifying Federal lands with Federal mineral rights that should or should not be made available for oil and gas exploration, development, and production on the Dixie National Forest...the Forest Service, as custodian of surface uses on National Forest System lands, in cooperation with the BLM, manager of subsurface minerals, is responsible for identifying and assessing potentially significant environmental impacts and addressing issues associated with oil and gas activities. The EIS describes and explains the leasing decisions the Forest Service and BLM will make...implement the decisions, and how future decisions will be made to issue permits to drill and potentially develop oil and gas resources"--Page S-1.
